From June 3-7, 2024, ILEA Bangkok and the Federal Bureau of Investigation (FBI) jointly hosted the first Executive Leadership and Major Case Management (ELMCM) course for Pacific Island Countries (PIC) at the ILEA Bangkok Campus. There were 20 participants from Papua New Guinea, Tonga, the Solomon Islands, Fiji, Palau, the Cook Islands, Samoa, Kiribati, Tuvalu, the Marshall Islands, and the host country, Thailand. The course provided a comprehensive perspective on exercising leadership principles in the practical setting of managing a major criminal investigation or case. Participants learned about the distinction between leadership and management, defined major case management and its characteristics, applied management principles to major case investigations, and recognized and understood the dynamics of a major investigation, including handling the media, crisis management/incident command systems, building effective teams, the task force concept, and stress management. The course also examined actual major cases for lessons learned and discussed how time and pressure could influence major case decisions.
